Primo Viktoria is a level 4 esper, and the strongest of her ability type, Technokinesis.
She first arrived in Academy City with her twin brother, Victor, to study abroad in the many schools and institutes of Academy City. This proved to be very beneficial to Primo Viktoria whom went on to develop the ability of Technokinesis throughout the course of the Power Development Curriculum, starting at level 1 and working her way up. Her brother, despite having the same DNA, was unable to develop an ability like Viktoria had and he left the city to study in Europe.
It did not take long for the Dark-side of Academy City—A city that's moniker is technology—to see value in her ability that could be used to hack into data banks and take control of machinery. This was done against her will at first, but after learning of the Parameter list, Child Error's, projects like the Level 6 Shift experiment and the Dark May Project, she deemed the Board of Directors, the government of Academy City, and the board Chairman to be evil, and sought out to strike down those in power.
Her first roleplay appearance is in Antarctica, currently a radical terrorist and fugitive against Academy City, where she mistaken Geoffrey Termo to be an assassin sent by the Board of Directors and the two engaged in a violent confrontation, ultimately leading to Primo Viktoria's defeat. Users when experienced enough can interpret and generate electronic signals, control the flow of intricate machinery and can allow them to assemble or disengage their programming at the call of the user's will, operate most technology just by touching or looking. This could possibily be a variation on Electrokinesis due to the fact the user controls specific electricity molecules and instructs them which items to engage or disengage. Some users may even be able to use the electric impulses to gently control smaller metal parts.
The next level of this ablity includes but is not limited to sending an electronic message without interface, and easily reading messages from remote distances without accessing any standard source of communication. The user is in essence a living wireless hub. Can communicate over voicemail, texts, emails, instant message, beepers, and even high level users can alter live video dialogue or subtitle, as well as video-games. The possibilities of this are endless.

The appearance of the "FO-MC:RG" is a 5-meter-long "Praying Mantis". It has two arms, two legs, and two sickles that can fold if needed to help it maneuver. Tucked beneath the strong metallic armor of its "thorax" is a pair of translucent wings that spread out to each side when in flight. Also, there is a large cylindrical-shaped object on its back that is used to store its many cannons. Furthermore there is a shield on the front-side of each of its 'front' legs, with an automatic weapon placed in between those shields.
Notable Abilities: Just as its name-sake, the FO-MC:RG is modeled after the third strongest of Academy City, The Railgun. This fact is further enforced by the suits main weapon; Gatling Railguns. The suit can also hover and fly, sweeping over ground-enemies like an attack-helicopter. The main purpose of this powered suit is to be used against larger 'hard' targets, such as bunkers, military bases, tanks, large structures and so on.
By using the gatling Railgun's of the FO-MC:RG, Primo Viktoria could reduce an entire city-block into nothing but 'debris' within less than an hour.
Offense: The name-sake Gatling-Railgun's of the FO-MC:RG are no laughing matter. The dual-rotating barrels fire at a speed of 60RPM each, combining for a total offensive output of 120RPM.
Durability: Due to weight-issues in production and extensive testing, the armor of the powered-suit is only comparable to that of steel-grade, although it makes up for defense in extreme maneuverability and offense.
Radar Sense: The FO can sense and release electromagnetic waves around itself to enable it to display an image of the surrounding environment three-dimensionally. This is done by 'pulsing' the electromagnetic waves from its body, similar to how a sonar works with sound vibrations. This is the electron version of that. It should be noted that the image can be relayed to Primo Victoria's mind due to her unique ability.
ECM Jammer: An electronic countermeasure (ECM) is an electrical or electronic device designed to trick or deceive radar, sonar or other detection systems, like infrared (IR) or lasers. It may be used both offensively and defensively to deny targeting information to an enemy. The system may make many separate targets appear to the enemy, or make the real target appear to disappear or move about randomly. It is used effectively to protect aircraft from guided missiles. When deployed this allows the FIVE_Over to not only appear 'off-radar' but all forms of honing missiles will fail to lock on properly and will not hit unless manual guidance is applied.
EMP Defense: EMP Cover bags shield the electronic interior of the Five_OVER with a special layer of metal sandwiched inside strong layers of boPET polyester film. The polyester film protects the metal so that the shielding stays intact. The boPET film also insulates the electronics from the metal layer, a key part of the protection. The EMP's E1 energy hits the metal layer and cannot reach the electronics below nor disable the FO:MC-RG.

Pilot: In order to pilot the FO-MC:RG, the Pilot must be wearing a compatible powered-suit. (IE: Viktoria's 'Bodysuit'), Although it should also be noted that the Nano-suit and Nano used by Geoffrey Termo are compatible, and will allow him to pilot and or 'upgrade' the powered-suit.
Seating: Its best to think of the FO-MC:RG as a 'Powered-suit' or 'Suit of Armor', as it is worn over the users body. (As shown below), making it seem more as if it was a "Praying Mantis" built onto the frame of a human-being. This also means that damaging the "arms" or "legs", by either crushing or breaking, will damage the Pilot, too.
Speed: It is fast enough to leave behind jet-streams in its wake, along with shaking the ground below and producing something like the back-blast of a jet. This allows it to perform over-head sweets with extreme speed, often creating after-images of itself; although losing maneuverability.
Strength: As the suit is built upon the human body, it enhances the user's strength to the point of easily being able to lift a car with their "hands" or even using the "blades" above as extended arms that are controlled via brain-waves. (And Technokinesis in Viktoria's case.)
Auto-Pilot: Primo Viktoria is able to control the entire machine VIA Technokinesis, allowing her to conduct combat whilst out-side of it, and using it as a 'partner', 'support-unit' or even an avatar of destruction. (It can also be controlled by Geoffrey Termo w/ his Nano.)
